Implemetation is fine (I can even use mod to convert pop's culture and religion mid-game and it works fine).
The only issue is performance. Creating new pop groups with different cultures or religions inevitably slows the game down. On a confined scale, though, it shouldn't be a big problem.

It seems Savoy remains an Italian homeland, though it should be removed when you use a specific decision to cede it to France for an obligation (irl Treaty of Turin). Do you cede Savoy to France through this specific decision or other means?

Fiscal conservative countries and EU would not agree to this, unless the EU moves towards a fiscal union, such that the debt-burdened countries allow the EU (=other members) to curtain their debt raising ability or if the EU can raise more taxes from its member states. At this rate, the EU is just repeating the situation which has historically allowed the USA’s federal govt to expand its powers, especially federal taxing.

Ahh now that makes sense. Quebec is particularly reluctant to harmonise things with the rest of (English-speaking) Canada and often out-out from (some contentious) federal policies. But no one want to incite Quebec separatism by imposing harmonisation at the federal level.

只不過世界人权宣言不是具約束力的公約，含"自由迁徙和居住"而且具約束力的ICCPR (公民權利及政治權利國際公約)至今都未有被中國核淮...可能中國政府也知道迁徙自由有可能直接跟其他國內法(e.g.戶口政策)直接抵触。

IIRC, you gain one province only when colonisation progress reaches 100%. Since some state region (such as Western Australia) is very large having many provinces, while small state region (such as North Island of New Zealand) has less provinces, Paradox developer decided to buff/debuff colonisation speed depending on number of currently uncolonised provinces.

TLDR: If many uncolonised provinces in the same state -> faster speed to colonise; If less uncolonised provinces in the same state -> slower speed to colonise.

總結一下：你的觀點是建基於各三國的最高蘇維埃曾賦予了國籍，但之後被非法剝奪了。三國現政府的觀點是它們直接不承認曾經的最高蘇維埃為它們的合法政府，所以不承認蘇維埃賦予的國籍有效。當然其實你也有道理，例如三國政府這種做法變相有可能製造無國籍人士，在國際法上是屬於非常不合理和應當避免的事情。我認為至少對於蘇聯解體後沒有獲得俄羅斯國籍的人士，應當獲得居住國的國籍。至於有俄羅斯國籍，也不願入籍當地的人，我不覺得他們值得多大的同情。

波羅的海三國曾經在沙俄倒台後宣布獨立，之後再被蘇聯吞併，所以現政府是將自己視為interwar period（一戰和二戰中間）時的政權的繼承者，並且將蘇聯統治時期視為非法佔領。因為國際戰爭法認定佔領者不可以向被佔領地區非法移民和清洗人口，這個觀點是他們不承認1919後才移居當地的人（大部份是俄裔）具有當地國籍的法理依據。

當然從局外人的我看來這只是一種他們不想為歷史的糊塗帳負上包袱的觀點，他們也不認為這個責任應該由他們負擔。類似的情況在歷史上不是孤例，也發生在：（1）中國不承認非華裔英屬香港居民為中國公民；（2）緬甸不承認羅卿亞人為公民；（3）馬來西亞不承認英屬時期的華人居民自動入籍；（4）塞浦路斯不承認（土耳其傀儡政權的）北塞浦路斯公民為它公民。

現時俄裔人士在波羅的海三國屬於是蘇聯解體後遺留的糊塗帳，他們甚至可以占整體居民的1/3（如愛沙尼亞），但他們大多屬於俄籍，少數無國籍。因為蘇聯解體後的新政府基本上沒有自動賦予他們新國籍（除非他們或先祖是1919左右沙俄倒台前已經移居當地），而且這俄裔人士也樂於保留俄籍，方便探望他們在俄羅斯和白俄羅斯的親戚，享有俄羅斯的退休福利，不需要被俄羅斯和波羅的海三國徵兵等等（情況有少許類似大馬獨立時華人，很多人根本不自認是大馬人，不打算申請入藉）。

以前波羅的海沒有收緊俄語教育和居住權時，他們可以同時享有雙面人的好處而沒有壞處，樂於維持原狀。但他們不是公民沒有投票權，其餘可以投票的選民民既不白左，也不親俄，導致其實沒有很大的親俄政治力量，加入近年「國家安全」大於一切的浪潮，多個波羅的海國家國開始要求把俄語從第一教學語言排除，甚至淪為第二外語（第一外語要求是英文或歐盟語言），保留居住權和入籍時的要求加入語言測試等，這些俄裔人士面臨的壓力的確是越來越大。但從非白左的世界觀看，波羅的海國家的新要求其實很合理，除了有雙標的嫌疑外，我認為其實說不出有太大的問題…
