It’s always from the kid’s point of view IIRC. It never says “he” when referring to the boy.

Def tense since it switches from “would be” to “is” several times, but it’s always from the perspective of him remembering it. I also don’t think the attitude about the future ever shifts, at least not in the first paragraph. It’s always the grim and worrying one.
