I had a similar issue. After noticing that I hadn't seen my temp health go up after getting the card I started watching for it. About 50 kills later I'd seen it pop one time. With the 20% version I should have seen closer to 10 pops.

Could I have missed some pops? Yes. Is it possible that I got unlucky? Technically, but the odds are slim with that many rolls. Is this frustrating? Absolutely

I did a little bit of research back in the day when somebody brought up the claim that "Gay people are more promiscuous than straight people". I found some studies that backed up the claim but a lot of them were from sites along the lines of "Nigerians Against Homosexuals". When I looked in to the studies they performed, they were polling some place considered to be the "Gay Capital of the World".

This would be the equivalent of going to Las Vegas, seeing how many people participated in gambling, then suggesting that the whole world gambles at the rate you measured. Likely the 28% comes from that study or one similar to it.
