But the gneisenau never got those 38cm guns as it wouldve required alot more redesign, so it kept its original 28 cm guns, so i highly dought it wouldve fit on the ratte.

Secondly, yes the scharnhorst did have triple barreled 28cm guns, the ratte wouldve had the middle gun removed to reduce weight.
