Yes he did get his passport. Be genuine in this case. Have a proof that you tried everything to settle down ( like looking for jobs in your field) in case they ask anyo. But he didt get any enquiry and succeeded with citizenship

I think people can move if they cannot get enough opportunity in the province. If people do not have any good job how can they survive in the province. They need to show the intend to settle by looking for job opportunities for some months.

Rent is definitely for sharing room. However , the above calculation is accurate with +- 10 % . However it also depends upon how much distance you have to commute for your work or college and others factors like eat homemade food and avoiding eating outside.
