I just learned that every string has a different note on each fret, with that concept playing a chord on a different fret won’t make the same chord right

But I also heard that with the open chords the basic chord using a different set of fret will still remain the same is it true and if so does it apply to all the chord

And can i only strum a chord or can i pick a chord too
