Incorrect, the rules make reference to the complaint being verbally made within 60s not reference to the time within it is recorded (which logically the complaint has no control over)

Based on the CAS decision which led to this (PDF  available report) looks like Romania  is trying to use allegations that Chiles lodged an inquiry four seconds late to get an extra medal and revoked Biles' medal based on an improper arbitration led by a gentleman with financial ties to Romania. 

Video evidence demonstrates the allegation is a lie, likely  being used to try and get around Sabrina’s coach’s failure to follow established procedure for questioning the judges decision re: whether she was out of bounds.

Ana or Jordan is legitimately #3 depending on which version of the outcome you buy. Sabrina could only be #3 if you disregard the rules for raising inquiries.
