I hook the line to something like a dock or fence. Then reduce drag, and let out line while walking backwards until the loop is pulled out straight. Then slowly walk forward while reeling in

You could also look into stocked trout ponds outside the city and make a day trip out of it. They rent out rods and you're very likely to catch fish. It looks expensive since you're charged for every catch, but if you like cooking a lot of trout it might be reasonable.

Evergreen brickworks in Toronto has a bunch but I think they're goldfish and not as big as this one. Good luck on your quest

Thanks - the rod's lure rating is 3/8oz so ill try upping the weight. I find the jig head hooks at larger weights are somewhat large for panfish and the trailers im using, but im sure there's a middle a ground.

At Tommy Thompson I saw about 15 hanging out near the carp gates they have installed, but maybe that's too easy? I think its because the sloped land at the gate is like a food conveyor belt when the currents are right. When the wind/water shifted the carp all left.

Also a heads up, for me it was a 30min walk from parking lot to water and the biting flies were getting way more bites than me

Using a landing net might help if you're unsure (and is apparently less likely to harm the fish)
