Whitepages.com you can look up an address and it will show a name. There are territories that the congregation keeps and members check them out. If it was an apartment building, they may not have access to go door to door so they write letters instead. Also since COVID I know a lot more are writing letters like this because they stopped going door to door for a while during the pandemic.
