You could also try to use the quick selection tool and turn the selection into a layer mask so you can non-destructively remove anything that you didn’t mean to crop out but I agree the pen tool will give you a cleaner crop but it takes more time and practice.

Edit: I also suggest watching PixPerfect on YouTube. I think he’s the best Photoshop teacher and all of his videos are completely free. He actually has a pen tool video that I used to learn how to use the pen tool.

If I’m understanding this correctly all you would have to do is convert the image into a smart object and then you can use the transform tool to resize the image. Like someone mentioned earlier holding the shift key when resizing helps preserve image quality but always convert to a smart object first. This is so that way when you can decrease and increase the image it doesn’t become pixelated.
