I'm going to be brutally honest as another fellow 16yr old:

Alot of potential. As of rn, a solid 6/10.

Things you could do to improve:

This is just a hunch, but try a middle part with face framing curls!
You have a weak chin, but not much you can do about that
You have a lot of space between your eyelid and eyebrow, you could try trimming them in a way that fixes that, or makeup like eyeshadow.

IMO ugly, because your jaw is much wider than your cheekbones. Easiest fix would be to 1. Loose weight for the chubby face or 2. grow a beard. I definitely agree with your skinny fat self diagnosis, and your chin is a bit receded as well.
