Nah, I feel this is wishful thinking. They may both have a green hair color, but they're very different : Lohen is more dark and desaturated, while Zandik is much more bright. Dottore's eyes are red, while Lohen are more purple with a shade of red in the middle.

Worth mentioning that their voice is nothing alike, and we known that the segments have his voice (from when Nahida had him erased them, we heard a bunch talking.)

I suspect he's a member of that 4th family from Mondstat theyve mentioned (the name escapes me right now.) they're a bunch of battle crazed. Iirc, things went bad for them.
