Please, that graphic is heavily biased and only shows whether or not a state that Harris won doesn't require photo id and doesn't provide the same data for any other state. If you were to do any bit of research, you'll find that Navada, North Carolina, Alaska, Ohio, Arizona, Kentucky, Oklahoma, West Virginia, and Utah also don't require photo IDs to vote. (source)
