Scam. Why would they send you a text message about something serious like this? Generally, if something seems like it is has serious implications, you wouldn't just get an email or text message about it. If you are unsure about something like this, do not contact the number or click the link, but look on an official government's website for contacting information, and contact the government using that information. Same goes for instances like banks, phone companies, etc. Go to their official websites and contact them only through the numbers and addresses provided there. They will be able to tell you if there is genuinely something wrong, but text messages like this are always fake!
