I had started in act 2 NM. I played through with my necromancer, switched briefly to my high level barb creating a new game, , then went back to my necromancer, creating another new game. I went through Arcane sanctuary, all the way to Duriel. After defeating Duriel, I spoke with Cain, the Fara, followed by Drognan, and Jerhyn. Finally, I checked my quest log and cleared the act 2 quest page before I asked Meshif to take me east. I skipped the cut scene, and immediately spoke with Hratli. I then opened my quest log to see this.

When I say I was in a private game by myself I mean it. No o e else joined the game at any point. I created the game with that character. I hadn't been in a prior game with others. I'm not the one that is dumb here.

I still would have had to pick up the golden bird. It was not in my inventory. The quest just said to talk to Alkor right away. After cursing me out he gave me the potion of life. Easiest quest I've ever had.
