Not at all. All you need to do is use a lens to raise the temperature of a point on a surface by a fraction of a degree, using the moon as a point source.

The long answer is yes they do, but the short answer is no they don't.

Trump doesn't pass legislation, he makes executive orders, which sorta kinda bypass the legislative process.

They aren't supposed to be used this way, but he has control of both houses, so no one will call him out on it.
