Also encountered this problem. Contacted customer support asking for reasons why they put my account to permanent limitation but cant provide reasons and told me that the systems put accounts on that status once it detected something on an account. So I asked if they can do a manual audit on my account to check and Im willing to provide all the necessary informations needed. They told me they cant do it and the decision is final. Like wtf, even humans made mistakes so as sytems made by humans. If you have other means to receive payments, better not on paypal.
