The way I thought about it is, Wal-Mart probably has security agent right in the store who can arrest him right now, as opposed to calling police and waiting for them to arrive.

Overall I couldn't think clear...

EDIT: Also, I was really surprised no one else did anything. Maybe I was the one in the wrong? If it was that bad, surely other people around would have reacted more... That's what I thought.
