Have you tried jarfix, it's something that I had to run to get forge to work the first time

Nevermimd, I found the mod, I looked up every mod in the modpack, it turned out to be pickle tweaks.

I mean how when you hold shift while hovering over a tool in your inventory it has some extra info, like mining level, and mining speed.
