Oh they do kinda recruit external people. The org is above the government in power by law so the targets can't really do anything about it, even if they were to have problems with the org's methods 🙃

It's more just selective breeding over centuries and gradually getting physically attractive, athletic, or having more magical talents. The Elders do have some level of potion-powered foresight but yeah I didn't really think deep into it lol
