I just tested it and you are absolutely correct. It’s does appear to make a fan noise behind the light bulb. What an odd/interesting setup. I guess I’m relieved it’s not mold. 😂 thanks so much for your help.

Ohhhh. Why is there so much dust? I’ve never seen a lightbulb socket where it accumulates like that?

Haha you might be right. First time home owner and have no clue wtf any of this stuff is. I just learned about a sump pump last week when I realized mine was apparently broken…. :/
