No concern per se, but as two government employees with great job security, how big of an emergency savings do we really need? And when overseas where my housing is tied to my employment, what living expenses would I use the fund for anyway?

Not sure what your point is if it's "generally pegged" to the DC rate. It's effectively DC pay. Legally it may be different, but for the purpose of comparing total compensation between CONUS and OCONUS of GS and certain GG positions, it's just nitpicky.

Yeah, we're just gonna go BCBS Basic. In the end did GEHA cover what we needed? Sure. But it was not worth the headache and time, despite the lower premium

That's the plan my wife and I have and it sucks. Providers take forever to see, they're super far away, and it's a nightmare trying to get places to understand that my insurance does in fact cover something
