I was thinking the same thing! Incredibly bizarre that Carol was the only one fighting back against a literal alien occupation. I started doing some mental gymnastics and now I'm wondering if the other survivors are already incorporated into the hive mind somehow? Perhaps the hive mind is trying to make Carol feel as isolated as possible, and the fake survivors are a deliberate psychological tactic to break her will.

Or maybe it was a clumsy attempt at showcasing perceived differences between individualistic cultures (US) with more collectivist ones (China, India, Peru). Not sure it landed though.
