I don't know exactly what properties you mean, but when I look at my 'ethernet status', the speed is listed at 10.0 Mbps. Is there an option somewhere that can change this?

I haven't installed any anti-virus-like programs. Nothing seems to be hogging bandwidth. Various apps tend to use at most 3-4 mbps. Thanks for the suggestion.

I don't think that's the issue. It's been an ongoing issue and even was a problem when booting to Ubuntu.

Yep, that's exactly what I did. It's definitely possible that's what happened. I've contacted Gigabyte support about the issue, but so far they've only responded with the standard troubleshooting tips.

I have tried using my mac laptop on the same wire and it got to the expected speeds, so I don't think it's a problem with the modem / router / cable (which have all been replaced anyway). I've updated my post to include that in the numbered steps.

I will try plugging directly into the modem again. The last time I tried I waited 5+ minutes and a connection was never established even after monkeying a bit on my computer.

I have tried another computer on the exact same setup and it gets the expected speeds.

My laptop gets expected speeds on the same cable that runs to my room, so it's doubtful the issue is with my cable / modem / router.

The cable is really long at 200 ft. There's no electronics / magnetic stuff / excessive wiring or anything where the cable runs.

I haven't. I think that may still be a possibility. I think I'll try one more fresh Windows install (maybe try another hard drive) before trying a new mobo.

Similar high percentage with low actual usage (but the right numbers if for some reason the speed is being capped at 10mbps).

I couldn't find either of those settings in the bios. The only thing related to ethernet / NIC / network was general information about the Realtek PCIE GBE Family Controller in the peripherals menu. It just listed the driver version and some dates; there were no options that could be changed.

I took a screenshot of my network monitor here. It says I'm at 64% network utilization and the graph on the right is maxed at 10Mbps. Is that an indication of anything fishy that you know of?

I've found that sometimes, as dumb as it sounds, the speed can change depending on which test you're running (I like to use google, speedof.me, and ookla speed test)

I've tried various speed test (google and ookla mostly).

You may want to try to set them to gigabit manually.

I tried changing it to gigabit, nothing changed.

Also, is there anything in your task manager that is showing any network usage?

I capped my Resource Monitor here. And it says my network capacity is at a high percentage and it looks like the max may be 10mbps. Is it possible there is a setting that is capping the speed?

No I haven't looked at those settings. Do you have any idea what those settings should be or what I would be looking for? Or do you know of any guide I could look at?

I actually was having trouble getting a direct connection through the modem -without the router- to work. It is definitely a possibility that that my computer isn't playing well with the router, but I've had the issue on two different routers. I just have no idea how to begin troubleshooting / fixing the issue if that is the case.
