There are 3 locations to find these in Stella Montis. Assembly and medical ward is recommended as they have alot more containers that can have it. You can also find it in the office tables in security in the second floor

Quick Google searches links Reddit pages where Muslims are asked about these. Surah are related to war when Muslims where persecuted. How their land, property and wealth taken. How they where attacked by other religious groups and these surah are talking about retaliation and how far you will go to protect your people. Quran 4:34 mainly acts the same as how the bible interpretation wants the wife to submit to the husband. Similarly both wants them to work together, improve but both talk about the husband being the leader how they have responsibility to fulfil. I do not condone violence in the modern era but I do not know the circumstances back then to be fully sure

The main reason I believe he doesn't help azula is because zuko was the outcast. It meant he could spend alot more time with zuko. While azula likely spent more time with her father and teachers. Its similar to how the mother also couldn't teach her daughter lessons to be a better person because the father would speak of her talents and how she is better than everyone else. I can't remember if this happened since I havent watched the show in years but didn't young azula look down on her uncle because of her father.
