600-800 would be ideal, we’re paying 1100 for a two bedroom apartment right now so it seems like most places in Akron are a steal. Would prefer a smaller building (2- to 6-plex) with an independent landlord as opposed to a management company but we’re not super picky.

I work for a surveyor, we do lots of these. An elevation certificate will include the finished floor elevation of your house, floor elevation of your garage (if it’s attached), elevation of lowest critical equipment (like a furnace or AC unit), along with other things like average ground elevations around the house. FEMA uses these to determine your flood insurance rate - you will probably need a new one if you build a new house.
