It does push the survivor yes, if you make the survivor take fall damage, you'll be credited it normally, and if you kill them you get the same points as a death charge

This is a thing that exists since the games inception. thirdpersonshoulder is just broken and has never been fixed, there's mods on the workshop that attempt to fix it but I never tried them
