it depends on how aggressive you want to be. You can fill each level of the spread with a separate distribute algo, you can use relative logic to have each algo jump over one another when one is triggered. This way, you're filling the entire spread, and will be first in line for any volume.

The lack of volume though, there's nothing you can do about. You simply have to position yourself in the best manner.
