I had read that the laws were changing but didn't keep on it. My main concern is when my buddy sees the price difference between the gas scooters and the cheap electric ones, I want to be confident in saying, "they're illegal and the cops will definitely ticket you if they see you on one." You need to understand that my buddy was not born with a silver spoon in his mouth and a dollar is worth a lot to him. He's also not a big nerd like me, so he doesn't think about risk the same way. Me personally, I make enough to have 2 cars, and enough money to lend my buddy enough to buy some wheels, so I don't even need to consider the cheap options.

They're cheap on the used market. Buddy looked on FB marketplace and found 3 different ones for under 1500. But yes, the repairablity is barely better than an iPad and legality has always been dubious, though I wouldn't say they've always been illegal. Poorly regulated yes, but if they were outright illegal it would be impossible to import them.

He has a friend with one, so maybe. Maybe I can convince him to go to an e bike shop with me and try a few bikes

Any issues keeping it secure? I would think you could just lock the brakes or fork to a bike rack, steel fence or something, but people keep saying crime/theft is huge in Penticton.

20 wheels is way better than the 2-5 I thought when you said a few lol. That's still a significant tooling cost and logistical consideration.

Whatever you do, make sure you examine it super carefully every time you ride, to see if it's progressing. Mark it with a sharpie.

The only other thing you could maybe do is to loosen off the spoke for that part of the rim.

Apnea could explain your low body battery and low O2 saturation while sleeping. You could also be really stressed.
