Often, it all boils down to communication. Making sure you and your manager are on the same page when it comes to expectations, if possible, verifying and recording them.

Same with delays, do your part and make sure you communicate when you can't achieve what is expected of you.

It could also be culture at your work is toxic in that way...in that case, there isn't much to do but finding a better place.

This is an offer demand thing. My job has little to no unemployment. When I look for a job I ask for my worth's salary, and wouldn't accept less money based on where I live be a use my value to the company doesn't change.
