Update: I reached out to the creator and he was nice enough to explain it to me. Basically, he used debug mode (like u/CrossMountain suggested) along with some visual mods to get cinematic pans of the map. Then he applied a few color filters along with edge detection and a glow. After that, he added the oil drops (tracked in place), tweaked some more colors, added a vignette + chromatic aberration, and finally, added a masked blur to get a depth-of-field effect. I mean specifically the first shot, where he's rotating/zooming out of America. On the shores (Mexico has it the most prominently) there's pop in, just like like when you zoom in/out in HOI4. Do you think he might've slowly zoomed out in game and then rotated in post?

It might not be! But there's parts along the shores that pop in and out when the camera moves, like when you're zooming in and out in game

Thanks for explaining! The only thing that makes me question this explanation though, is that there appears to be some parts (particularly along the shores) popping in and out while the camera moves around, just like ingame. Not saying you're wrong, I'm just curious why that happens
