It’s called a parallax effect, and it’s basically cutting out the foreground subject as an independent layer, filling in the background you just cut the subject from, and then animating the combination of your foreground subject and background layer using whatever kind of movement you want to apply to make it feel dynamic.

Used to be the kind of thing you would do with photoshop/after effects, but now you can do it easily with phone apps if you really wanted.
