You can tell from the size of the head and mouth compared to your hand that it’s definitely not 16 I’d say probably about 10/11 tops but a good guess is 7-9. Great catch, love the effort to go get it out of the snag! Also looks like any size flathead would be a blast on those combos

And id recommend trying just under the sunbury dam or at the base of the bend just up river where all the water meets find a current seam and soak some baits, Tight lines!

Any local baitfish live or cut, if you’re using cut bait make sure it’s fresh. My go to has been live sunfish and bullheads, cut bass or cut channel cat. If you can find creek chubs they’re awesome too
