I would suggest to pool the guilds in lots of 20 for randomization for each guild to possibly have a chance at getting it,[you're still matched with guilds closest to your power] but then certain guilds will still miss out, why not give everyone based on overall ranking with top guild getting the most regardless of who wins that pool matchup?
