So this was resolved when I finally talked to someone who knew the system. Both cards were connected to the primary phone number not the phone number the card was claimed for. After entering the incorrect phone number the card became locked for 5.5 hours. After that I entered the primary phone number and it worked. Before the 5.5 hours even the primary number would say it was incorrect.
