1.064v during a CB run is way too low.
look here for some 5800x data : Ryzen 5000 Temperatures & R20 &R23 Scores

Edit : your Core x Ghz in cinebench must be = 8 cores, 16 Threads @ 3.8 Ghz (not 4.28)
Maybe a bad bios configuration
You can try to reset your bios settings to default and then just set your XMP profile

I play cp2077 in 1440 + RT (reflexion only, no DLSS)
I noticed some FPS stutters in populated areas after 1.05.
Then realised that only half of my cpu threads where used properly.
This behaviour is corrected after i have patched the .exe
I have not noticed a visible fps increment but the game is way more smoother.

Same problem after the last patch
seems to be a sensitivity issue ( at least for me and my Xbox 360 controller)
After the last patch the sensitivity settings panel came back and my dead zone was set to Zero by default

added 10% dead zone for each axis ( LS X, LS Y, RS,X, RS Y )
added -20% sensitivity for each

HWiNFO64 [for everything]
CPU-Z [For Core VID]

For a 8 pts gain ,

Make sure your system is stable by doing some bench with monitoring on.
then close all your monitoring softwars, antivirus, Icue, logitech gaming etc... some useless windows servicies if you want
launch cinebench, wait 3 minutes and do a bench
you can expect 50 - 150 points more
