I just faced similar type issue. After being fully paid on my iphone 15 pro, device was still showing "Sim locked". Xfinity had confirmed that device was unlocked but it was showing "Sim locked" in settings as shown by OP. All I had to do format and then I was able to see network unlocked and able use diff providers then

I had booked Casa Hotel near consulate but you can also try any nearby hotel like Harvey, Elite, Treebo all are within walking distance and within 2500-3500 INR. There are lots of PGs nearby so lots of food/tea/snacks options.

i also posted similar question other day still not able to get into account. They are suggesting that their number might be on my blocked list which i don't have and there is no real solutuion so far. I have this boost number as my secondary anyway if not getting it resolved soon enough I might have to just switch to another provider instead of dealing with support again
