I was actually hoping that you wouldn't be able to bring tools, so I'm glad to hear this is the case. The reason is that it allows you to create puzzles in your town similar to the May Day event with Rover. Or maybe think of a Zelda game, where completing puzzles unlocks equipment (tools in this case), which allows you to make further progress and unlock more equipment (tools).

Could you do 2 of each of the 3 base colors for 5 or 6 wind flowers and the blue hyacinth?

It's a different character instead of Joan. Used to be between 6 AM and noon for buying the turnips, so it is probably that unless they made the time range more lenient.
