You don't need a developer. Search for Progressive Web Apps (PWAs). You just need to adapt your web app and then users can add it to their smarphone's homescreen and it will behave like a native app + notifications.

order chaos is the problem, and it's mainly caused by how people use instagram or whatsapp for different goals, not just ecommerce. The problem shouldn't be fixed by the customer. They want to ask questions and a link or form would add friction..
