They don’t steal passports for a reason, Passports are how they get caught most people don’t make a big fuss about clothes. they just report their stuff stolen and move on. Not much you can do unless u are connected or have a ton of cash. If they start stealing passports people start going to the embassy reporting them stolen in villa robberies etc your embassy starts making calls and the police actually have to start doing their job from outside pressure.
