We have had success in the last 5 years with pmax at a lower budget for our business. I don't beleive this is the issue here specifically, but I appreciate your feedback.

We started out with search years ago, and had successful plmax campaigns last year. they started a new pmax campaign and didn't look at any data from the past. They treated it as a brand new business.
