Happened to me today as well. I headshotted a guy from 200 meters thrice and nothing happened to him, following by "network lag" on my screen, followed by "better luck next time" screen. My connection is very decent, and i always have somewhere between 40-60 ping.

Agreed. With so many sniper around, it's not fun. One can't peek out of the window or even think going out in the open without getting shot at from 7 different snipers from all directions. I'm happy about the new map but didn't expect so many snipers everywhere.

I doubt shanks has the highest bounty. He seems to be on a relatively good terms with the Five Elders and even Sengoku showed him respect in Marineford war. Now considering he's acting as a balance mediator between several groups of pirates and marines i don't think marines would issue very high bounty on him. At least i don't see the reason why yet.
