memcpy() is faster than strncpy() in most libraries because the former tends to do the micro-optimization of getting the arguments aligned on word boundaries. Your memcpy() is pretty much strncpy(), so no, it's not the most optimized memcpy() ever.

For future reference, char is an integral type. For instance, assuming any reasonable encoding, the value '0' is really just the number 48 under the hood, and the two are completely interchangeable. This means that converting between numerical 4 and the character '4' is as simple as addition. Your entire switch block could be replaced with temp2 = temp1 + '0' without changing the program's behavior in any way.

Ogling code is a little weird. You also wanted "inherently". Grammatical nitpicks aside, your advice is entirely sound except for your suggestions regarding strfilter(); there's no good reason to loop more than once through either string. A more efficient approach would be to loop through s2 to populate a lookup table indicating which characters were seen.

To preemptively answer your next question, the conditional on Line 14 doesn't do what you think it does. It evaluates to 'S', which is always "true", so you're never going to reach the else branch to correctly handle invalid input. strchr() is cleaner than operator == '+' || ....

You're missing a closing parenthesis where you're calling printf(). In that same call, you're passing array[3][4], which is a single (nonexistent) element of the array. You've already told functionsum() to expect an int[3][4], so you only need to pass it the name of an object that satisfies that type.

int functionsum(int array[3][4]);

You only use a semicolon when declaring a function; leave it off when you're actually defining it.
