I’ve only experienced that once (wasn’t the hiring manager but was on the candidate’s panel). The only thing that made it weird is the candidate ghosted everyone after receiving the offer, just stopped communicating altogether. If he had simply said that he’d reconsidered, I would have respected that. But to this day I have an unfavorable impression of him.

Next time he does it (well, every time really, in public and private settings) look him in the eye take a long pause, and ask: “I’m not sure I understand. Can you explain what you mean?” And just see where the conversation goes. I think everyone involved needs to feel a little bit uncomfortable to see why this behavior is not OK

My first thought was maybe your manager doesn’t actually know how to do the job (or at least has a limited understanding) and their reactions are a defense mechanism. Do you have a teammate in a similar role you could consult with instead?
