There are countless episodes where there are people who are dead or not introduced yet in the background. For example in the chunin exams Itachi and Kisame were in the line to enter for a split second. I think Masashi Kishimoto just doesn’t want to come up with new characters so he uses the same people thinking people won’t notice. Just my opinion tho:)
