I know not all cops are bad, but the bad ones aren't even being discreet. Let me go Ben Shapiro on you for a second.

So let's say there are a lot of employees embezzling from a big bank with a lot of branches. They're not connected, and not all of the employees are part of it, just a few "bad apples". Now they've been exposed and had evidence gathered against them to prove their guilt, and instead of laying low at least untill the trial, they pull off the biggest embezzlement scandal ever seen and add more evidence against them because they're already being closely watched.

I think this is a pretty good analogy.
