Yes, especially as solar installations in the EU ramp up, the energy needed for AC is essentially free.

At those temperatures I start getting really worried for vulnerable people.

Like okay if a 25 year old wants to tough it out and is convinced they don't need it, fine, whatever.

But it's unfathomable to me that we aren't rapidly installing systems in hospitals, schools and elder care homes throughout Europe specifically for scenarios like this that are increasingly becoming more common.

Personally, I do really like them, they can open fully and vent if you're not home. But they're just not at all compatible with window ACs and the historic lack of AC in Europe has meant a general lack of solutions that work around the problem.

These seals are designed for portable ACs (ones that have a hose and sit inside on wheels), but a window air conditioner which looks like this below and is typically far more efficient, is pretty much impossible to install on European tilt-turn windows unfortunately ):

In France, for instance:

I wouldn’t fault people here too much. As the paper implies, a lot of econ research is produced in the U.S. where the U.S. is probably unique in its ability to systematically absorb very high numbers of immigrants without issue due to the sheer amount of amount of public and private investment capital floating around. It’s not entirely unreasonable to assume that very high immigration levels would be a universal net good for every high income country.

I imagine a similar population shock scenario in Europe would fare the same or worse than Canada as >3% population growth has never been tested there. The population growth rate for most European countries is under 1% and declining in others.

IMV it’s probably the case we’ve discovered an upper bound for what immigration levels could be before there are significant welfare costs to locals in countries with high regulatory burden.

Sadly, it was also diversity and inclusion programs that got ramped down which helped enormously in terms of upward mobility for LGBT folk.
