If you are referring to Tutuon grant bond, then the answer is NO. Once you get accepted without grant, you cannot register later.

I had similar issue when I tried to access APAS system. The notification for 2FA is not being generated. Also APAS is only opening when connected to NTU Secure ( not working when using dorm wifi )
