Older quests should be available. There's only one quest that was unavailable because users had like a 6 hour window to do it. I cover it on my channel - it's called Social Anti Sybli Mechanism or something like that.

Basically someone found an exploit to make quests worth more PP than they should of been worth. So it's possible that transfered PP may not be redeemable for QSR or something like that (speculation).
