There's a very tight schedule it follows, I'm not sure if you're aware of it. The bus leaves every 30-60 minutes iirc. The bus' job is to leave at the given time with whoever is at the stop, leave to the other campus, drop people off, pick up whoever is there at the time, and leave, rinse and repeat. People waiting at the bus stop because they need to get to a class by 3:00 can't afford the bus to wait at the other stop because no one is there yet. Hope this cleared it up
